The only idea that comes to my mind righ now is that you do PAT on the dsl
router and map for example port 2301 to port 23 ont term ser1 2302 to port
23 on term serv2 and so on, regarding access policies you do that by using
radius on the access server and autenticating on the ACS, once you set this
up, this part of the ACS is not that complicated to configure.
