Alec,

The cef requirement appears to related primarily to the 7500 VIP
configuration and QoS policy propagation via BGP. Wendell Odom's chapter on
WRED in DQOS does not appear to mention such a requirement. I was able to
configure and verify random-detect on 2500 and 3600 routers with cef
disabled.
