Actually, when R1 sees this net from R2 it sees it as 170. It's an external net from AS 2.

If I am not mistaken than since you are redistributing eigrp 1 and 2 the admin distance is 170 for external routes. Hence it is choosing R1 because the distance is 90 foe internal eigrp. the only way that you can make R1 prefer R3 is if you modify the distance for eigrp external routes or redistribute connected. I think that is what is happening but I am not absolutely certain if eigrp treats routes from an another system as external. I am sure someone can clarify.
