I'm not sure about that. The following is one of our production switch, WS-C3548-XL, the admin vlan is vlan 999, and the vlan 1 doesn't need to be admin shutdown.
SW3#sh ip int b
Any interface listed with OK? value "NO" does not have a valid configuration
Interface IP-Address OK? Method Status Protocol
VLAN1 unassigned NO unset up down
VLAN999 192.168.95.203 YES NVRAM up up
FastEthernet0/1 unassigned YES unset up up
FastEthernet0/2 unassigned YES unset up up
....
FastEthernet0/47 unassigned YES unset up up
FastEthernet0/48 unassigned YES unset down down
GigabitEthernet0/1 unassigned YES unset up up
GigabitEthernet0/2 unassigned YES unset up up
SW3#
