Interesting traffic is what brings up the link (as defined by your
dialer-list, in your case a ICMP echo is doing it) not necessarily the fact
that a route points to an interface.

I have enabled a floating static route as DDR. The floating static route
does get installed when the ospf route disappears, however it will not
automatically kick up the isdn line ?
I have to ping to get the isdn line to come up.
