TCP applications - QOS

Guys,

I need to find a solution to solve a problem about high TCP applications
delay. Consider that you are having a problem between two different
locations (WAN via Frame-Relay), and was verified that there isnt a
congestion situation between them.

So, is not recomended to use any Congestion Management solution, and I
believe that Congestion Avoidance also...

What is the better solution for this situation ?
