I was not ever able to route on the console interface of any Cisco router
1700 and up, but AUX will route without any particular issues (slow though):

The intent of the modem is for dialin use in a emergency. A router 2,000
miles away that you need to access the console port without flying there,
just overnight a modem instead. I've never heard of anyone getting line con
0 (or aux) to route, etc or be of any use other than for Hyperterminal or
ProComm, etc..
