Have you tried to run two areas on the same router as my case ? The 2nd
process automatically put into is-type L1 only.
I also have no problem leaking L2 into L1 database if every router only
participate in one area only.

You can route-leak from a level-2 to a level-1 in the same area. The nets
you have are in different areas and one router is L1 only. I do not see how
you have an IS-IS adjacency between the two
As an example (based in part on NMC DoIT scenario 11):
R1 and R2 are in area 49.0002, R1 is a L1/L2 connecting to R2 as a L1 and R4
in area 49.0004 as a L2.
R1 has routes from R4 and is leaking them to R2.
