        There is no definition of 'primary' or 'secondary' servers in
VTP, nor can there be a mismatch in the VTP revision number. The VTP
revision number is used as a way to ensure that all devices have the
same copy of the VTP database. Therefore, all devices throughout the
VTP domain will have the same revision number, assuming that the domain
is converged. The exception is when there are devices running in
transparent mode, as they hold locally significant copies of the
database.
