First, it depends on which switch will be the root switch.

Second, port priority would have to be configured on the upstream neighbor in order to work, and then only if multiple links were going to the same neighbor. This is not the best solution because the decision to use port priority is not one of the first options a switch will go through when deciding what port to put in forwarding/blocking mode. Port cost can be applied directly to a port on switch B, which can influence the switch to put a port in blocking mode.

If I recall correctly, here is the STP order:

Lowest Bridge ID (for root bridge)
Lowest Path Cost to the Root
Lowest Neighbor Bridge ID
Lowest Port Priority
Lowest Port Number

Someone correct me if I'm wrong.
