A) network 192.168.1.1 0.0.0.0 area 0
B) network 192.168.1.0 0.0.0.255 area 0

A enables an interface with an IP address 192.168.1.1 with OSPF in area 0. The 0.0.0.0 wildcard specifices that all 32 bits of the ip address must match.

With B only the first 24 bits must match, in order for the interface to be enabled in OSPF area 0. So if you have two interfaces on the router with IP's 192.168.1.1/25 and 192.168.1.129/25, you can add both interfaces to OSPF area 0 with one network statement (B)
