Ken,

You are correct about your first 2 thoughts. Split horizon is disabled on
the main F/R interface for RIP and IGRP but enabled for EIGRP. And the 2
commands you mentioned have nothing to do with each other, you can use both
at the same time if needed.
As far as a "show" command to see the defaults, you can type "show ip int
serial ..." to see the default setting for RIP and IGRP. See here:

I am not aware of any EIGRP specific "show" command to see what the setting
is. There might be none.
