The easiest way to solve it is to run GRE tunnel within you Ipsec tunnel,
and then run your usual routing protocol within GRE tunnel. You can
continue to run RIP and manipulate metric (with offset lists) to make one
connection more preferable then another. Above assumes you use Cisco
routers on both ends.
