A point-to-point physical connection is certainly not necessary,
otherwise it would be impossible to configure a VPN across the Internet.

BTW, although there is nothing official on the Cisco web site, it is
very unlikely you will see IPSec on the R&S exam. If I were studying for
the R&S lab test I wouldn't waste much time on it.

Please post your configs for more detailed help.

and peer the ipsec tunnel between rtr1 and rtr3 - or is it just
point-to-point unless you use GRE
