bgp - prepending to locally source routes

I am not able to prepend to locally source routes. Is this possible?

I assume this is possible otherwise the bgp rule "Choose the route
originated locally rather that the one that is not" is not needed because
as-path of a route originated locally will always be shorter than any route.
