At the design rather than admin level in a number of industries, you
can't easily separate the application from the network. An extreme
case, of course, is telecom Operations Support Systems. I've worked
with very few clinical systems that don't involve distributed
processing and extreme fault tolerance. Process control systems, in
general, need network knowledge for both timing and availability
design.

On the other hand, I know quite competent programmers who write
protocol-handling code in routers, who really couldn't design a
network of any substantial complexity. Real-time programming is yet
another skill set.
