translates the source of the IP packets that are traveling outside to inside
translates the destination of the IP packets that are traveling inside to
outside
ip nat inside source
translates the source of IP packets that are traveling inside to outside
translates the destination of the IP packets that are traveling outside to
inside

Lets take the first example (PCa starts telnet with PCb)

PCa telnets to 10.1.9.59 (just the initial SYN on a telnet) packet goes from
inside to outside (NO RETURN TRAFFIC)
Rtr1 will translate the destination address? correct?
Will that create an entry in the NAT table?
Lets take the second example (PCb starts telnet with PCa)

PCb telnets to 2.2.2.2 (again, just the initial SYN on a telnet) packet goes
from OUTSIDE to INSIDE
Rtr1 will translate the source address? correct?
I know this will create an entry in the NAT table.
Can I just confirm that this is correct, that the traffic does not have to
return (in example 1)
for the outside source command to translate traffic?
Again, maybe just semantics, as "outside source" you expect the translation
only to happen on the "source address"
