If cost is an issue, just buy a NM-1V and VIC-2FXS for one router. On
another router (that supports voice i.e. 2610) use it to create a
"dial-peer <tag> voip" to the router with the NM-1V and VIC-2FXS. Use
the router with the NM-1V and VIC-2FXS to practice all the "dial-peer
<tag> pots" configurations and the other router to practice connecting
to it using the "csim start" command.

If cost is more of an issue, just buy a couple uBR924's. Actually you
could technically get away with just one uBR924 if you also have a 2610
or better.

As far as ATM goes just rent rack time for it.

I have two Cisco 2621 routers and try to build voip lab,
do I just need to buy vic-2fxs cards or need both
nm-1v modules and vic-2fxs cards?

I am also trying to build simple ATM lab, is there any OC-3 ATM
interface
card,
like ISDN or T1 interface card, which can be used for 2621?

Your advice is pretty much appreciated.
