I'm confused as to what you're trying to accomplish?

I thought the issue was that R2 wasn't seeing the next-hop address of
R1 when you set the command on R1?

Wasn't R1 still seeing the next-hop address of R3 for the 1.1.1.1/32
NLRI prior to setting up the eBGP peer on AS600?
