"queue-limit" and "random-detect" are mutually exclusive?

Hi
I am confused with CCO doc, need your help.

It says - "queue-limit" command enables tail drop (page 7) and
"random-detect" enables WRED (page 8). So my understanding, those two
should be mutually exclusive. Link of the doc

But the same document (page 37) configured those two at the same time.
Anybody any explanation, please.
