I believe the "switchport access vlan 567" will only have an effect when
the port is acting as an access (non-trunk) port. Since you have your
port statically configured for a trunk (switchport mode trunk - you have
it locked down - not negotiating to be a trunk like the default is
configured), the port will never become an access port. As a result,
the "switchport access vlan 567" configuration remains in case the port
ever becomes an access port again (which will not happen unless you
change your configuration).

So the direct answer is that it's just an extra line of configuration
that currently does nothing.

Just out of curiousity, what does the below config mean:

interface FastEthernet0/17
 description *** R7 ***
 switchport access vlan 567
 switchport trunk encapsulation dot1q
 switchport mode trunk
 no ip address

Does it mean that R7 connected to switch port fas0/17 is on vlan567 and
at
the same time, R7 is also a dot1q trunk? Or this config is not valid at
all?
and cannot be applied under any environment.
