   Brian is correct I only want to add that if you do set your CIR to
the provisioned CIR you will never be able to use the line to it's full
potential and you will notice a decrease in thruput. Taken that call
many time from customers configuring FRTS and setting FRTS CIR = to
telco CIR. DE is only a problem if there is congestion.
