if you have ports on the switch that have been put in to a certain vlan -
say vlan 10 and then vlan 10 is removed from the database, then the ports
that were in vlan 10 become down,down.
by typing in "interface vlan 10" you have effectivly added vlan 10 back into
the vlan database and the ports will come back up again
