I believe the Voice Lab has a lot to do with the 3700. The 3700 series has a
large number of integrated DSP's that can be used as transcoding resources.
While the 2600 would require a dedicated module for this and lose any dial
interfaces. The 3600 could do this, but would most likely run out of space
fast. They also most likely would have had to add additional memory to
support the required features. The 3700 appears to have been a best choice.
