Looks like it was buggy. I took out a rate-limit that specified

permit UDP any any 'port #'

and UDP traffic not using this port# started working again. It looks like
the router wasn't paying attention to the port#.

There's nothing like a good bug to give fodder to the "routers can't do QoS"
naysayers!

No, it's not that I don't understand it. It's that it doesn't seem to be
working. Maybe I have some buggy code.

- acl's being hit but the rate statements not showing traffic
- seems like traffic being limited by other groups
- drill down processing ... make a change? take it all out, redo, put all
back in

I CAN'T WAIT TO UPGRADE THE CODE SO I CAN DO POLICING WITH POLICIES/CLASSES!

it's just a match and action thing, match "profile" then "drop/forward" etc
