When i reread the q, expansion sounds good when there is another number
attached to that port 2.
ie 55555
num-expansion 0 55555

You also could just assign 0 to the second port.... ;-) as
destination-pattern
port 1
dial peer pots
destination-pattern 11111
port 2
dial peer pots
destination-pattern 0

if you dial form second port you will get busy, but you dila from port 1 it
will go to port 2.
