Hi,
By default, L1 routers does not learn about routes from other ISIS areas except its own area L1 routes. It depends on the L1/L2 router connecting to that area to generate a default route to the routers in order to reach network outside of that area.
For me, I would use a "distribute-list in" or change the L1 router to become L1/L2 router is the requirements allow.
