I am not all that sure that 6506 would actually support per-packet. It
somewhat depends on what supervisor hardware it is though. There are couple
hardware options on it as well, but not per-packet. Good new is that you
probably would not need per-packet anyway.
It was almost a year since I played with it, so my memory may be failing me.

Why not just put two static default routes? With CEF you can load
balance between these routes on a per-packet or per-destination basis.
