sorry to beat the dead mtu horse, but i was combing thru this month's archives and saw this thread. i have seen this same problem in a lab setting.....and changing the mtu size to 1500 (on the int vlan) fixed the ospf neighborship issue. if you are on the 3550 and need to change the mtu of an int vlan, the correct syntax is:
3550(config)# int vlan 10
3550(config-if)# ip mtu 1500
some IOS versions have a "system mtu 1518" statement as a default, as we have all found. and we all know how to change that value to 1500 right? ok....putting the shovel away.

Seong,Lets forget about the router at the moment, and focus on changing the mtu onthe switch. The vlan mtu is 1518 vlan 10 correct?
