OSPF neighbor statements

Hi ,
 
 
I have this lab scenario:
 
The question states that the subnet should be unicast without having
DR/BDR concepts and no broadcast statements allowed.
 
Would it be correct to do the following:
 
On the hub and the spokes:
 
On each hub and spoke's FR Interface : ip ospf network
point-to-multipoint non-broadcast
              
Hub Router Ospf process : neighbor x
                      Neighbor y
 
The posted solution includes neighbor statements for the hub and all the
spokes. Is it necessary to have neighbor statements on the spokes as
well ?
 
 
Any help appreciated.
