Seong,
Lets forget about the router at the moment, and focus on changing the mtu on
the switch. The vlan mtu is 1518 vlan 10 correct? We want to change this to
1500.
When you change mtu on switch do not do the following:
int vlan 3
 mtu 1518,
you need to do the following:
vlan 3 or whichever vlan
  mtu 1500
try this and please post results.
