broadcast traffic seen in some of the vlan

Hi group
My customer have 2 4000 L3 backbone and several 3524 end switches
There are 10 vlans and a voice vlans
We are testing network and i use Sniffer's packet generator I set it %10 network utilization
When i start generate packet on a pc configured in voice vlan
at only 3 vlan's i can see that pc's generated traffic within Sniffer Utilization viewer but in others
vlan i couldnt see that broadcast traffic as expected
i especially configured a port as voice vlan and also investigated utilization percent i also saw same
traffic
But this situation is only for voice vlan ..
I especially tested all inter valn broadcast traffic and i didnt see any other vlan's broadcast traffic within vlans
