It's also been a while for me.... I thought in an E1 PRI, channel 15 is
a D channel. AFAIK, E1 PRI still only has a single D channel like T1
PRI. Also, AFAIK, if you're using straight E1 (not ISDN E1 PRI), you
should all all channels available just like with T1.

hmmm I believe it is 0 16. 0 is used for control and 16 may be used for
CAS. It has been a while since I studied this.
