VAD is a logical peer configuration, and specifically is a voip peer
type thing.

My router:

BRI-VoIP#conf t
Enter configuration commands, one per line. End with CNTL/Z.

Notice that the dial peer pots doesn't have that command available, nor
does the physical voice-port. However the logical dial-peer for voip
does have vad as an option...

Lookin at the DocCD and it looks like VAD is not enabled by default on
voice ports, but is on dial peers, so which takes precedence?

Also, on my 2620, VAD is not an applicable command under the dial peer
or voice-port.
