Yeah, but they make you learn/know C++ programming for it, which is one
class that seems semi-removed from the rest of them. *shrug*

The closest I know of is the Dalhousie University M.Eng in
internetworking.
It's heavily sponsored by Cisco amongst others, and several of the staff

are CCIEs.

Remember that a PhD. program will mainly be interested in your academic
research skills. Earning a CCIE in itself is a worthy accomplishment,
but I
fear it may not be very relevant.
