What if R3' 189.18.0.0/16 (connected network ) is added after R3 had learned
the 189.18.0.0/16 network from R4?
Then, wouldn't R3 be able to ping R4's loopback address ( 189.18.4.4/24 )?

Let me explain what is happening.

When R3 receives the auto summarized 189.18.0.0/16 advertisement from
R4, R3 checks to see if it already has any subnets of the 189.18.0.0/16
network in its routing table which is does because of the connected
route to lo0. This means that R3 will ignore the update about the
189.18.0.0/16 network from R4.
