It's because the 2500 series runs its operating software directly from the
flash file system, rather than loading it into RAM and executing it from
there. If you want to write to the flash file system, you need to either
boot from ROM or (if you have the space to spare) partition the flash.

I am using IOS 12.0 in my Cisco 2501. Just curious why the flash is always
read-only. I am not sure if this is the reason why I can not copy
running-config to flash, say using another filename.
