You need to change your config register to 0x2101 and reboot the router.
You will then be in boot ROM mode and the flash will be read/write. Then
you will be able to copy to flash. When you are done copying to flash, you
will need to set the config reg back to 0x2102 to boot the router back into
normal mode with the flash set to read only.

I am using IOS 12.0 in my Cisco 2501. Just curious why the flash is always
read-only. I am not sure if this is the reason why I can not copy
running-config to flash, say using another filename.
