Lowest-Custom

While playing around with custom queueing for a question on a practice
scenario that mentioned something about a preemptive queue within CQ I
noticed the "lowest-custom" option there. Having never seen it before (did
it just appear as magic?) I went to cisco and did a search for
"lowest-custom" and got 0 results. I then went over to google and did a
search for "cisco lowest-custom" and found 2 docs from IOS 10.x talking
about bug IDs. Anyone familiar with this command or whether a preemptive
queue exists for CQ.

r2(config)#queue-list 1 ?
  default Set custom queue for unspecified datagrams
  interface Establish priorities for packets from a named interface
  lowest-custom Set lowest number of queue to be treated as custom
  protocol priority queueing by protocol
  queue Configure parameters for a particular queue
  stun Establish priorities for stun packets
