Hi,

By default 25% of the bandwidth is reserved for router
control traffic, overhead, etc. This leaves 75%
available for QoS by default. That can be adjusted
with the max-reserved-bandwith interface command.

When you apply the service-policy to the interface and
the policy has more bandwidth defined then whats
available a error/warning message shows up on console
saying theres only x amount of bandwidth available.
You need term mon to see this via telnet, or look at
the logs if logging.
