BGP Best Path Selection Algorithm

Prefer the path with the shortest AS_PATH. Note the following:
This step is skipped if bgp bestpath as-path ignore is configured.
An AS_SET counts as 1, no matter how many ASs are in the set.
The AS_CONFED_SEQUENCE is not included in the AS_PATH length.

I think I read somewhere that an AS-SET is considered as "one AS Hop".
So I tested it and it appears to be true.
Could someone confirm that the following routes have the same "AS Path
Length" ?
*>i200.200.200.0/22 172.16.4.1 1000 100 0 47
{25,24,23,21,20} i
* 172.16.5.1 2000 0 25 25 i
ie a path of "47 {25,24,23,21,20} " is the same length as "25 25 " ??
Also, could someone point me to a URL which confirms / discusses this ?
