Mohit,

From the link u sent the last para of that doc itself says that using
passive-interface advertises it but does not run ISIS on it, so that's
the answer. If u configure "ip router isis" the ISIS runs on the
interface and adding passive-interface makes it redundant i think.

somene correct me if i am wrong
