I experienced the exact case before and end up I use the following command
in the serial interface to solve the problem:
"invert txclock"
I think it's no harm to try,

Group,
I am having a trouble with this connection. R1------------R2 simple
serial connection with HDLC.
This connection is bouncing for no reason as far as I can tell. The status
of
the interfaces are
Interface UP and Line Protocol DOWN. Line Protocol is going UP and DOWN
causing this to be bouncing.
I checked DSUs and the circuit is clean. There is no traffic coming in and
out
both ways.
This happened before and I never figured why.
Anybody has any idea?
