I don't disagree.

My original point was - that's what the docs say, but CAR does not
complain if you just enable it without enabling CEF on my 2500, 2600,
and 3600 series routers. And others in this thread have had the same
experience.

So the question boils down to, does CAR really work or not, if you don't
enable CEF?

p.s. From the Cisco Press book "Enhanced IP Services for Cisco Networks"
[1999] by Donald C. Lee, page 169: "At the time of this writing, Cisco
Express Forwarding (CEF) must be enabled on VIP-equipped routers before
you can configure CAR. Other Cisco routers, such as the smaller access
rouers, might not need CEF configured ..."

p.s.s. See the example below where I configured CAR without CEF:
