you can re-use the same 16 groups over and over, but the PFC2 has a limit of hsrp mac addresses it can keep in the tcam table. Really, you shouldn't specify group numbers at all, unless you have multiple hsrp sessions in a single vlan. Use bia really won't make a difference here.
