Change the

The statement above, from the original question, is incorrect. The BGP RID
and OSPF RID on R1 have to be the same. If you want advertisements to sync
in both directions then ---
the BGP RID and OSPF RID on R2 have to be the same.

Did you reload the router or routers after changing the router id?
Sad to say, in many versions of IOS the change will not take effect
until after the router reboots.
