IPE Section 22- logging questions

I am confused as to a logging task in the section. It states to config all
routers to log errors to server at 110.99.99.99 with following:

-Change logging for VTP and spantree to log warnings to the server but leave
all others to the default (what command would do this?)
-Logging should not be sent to it's default location (isn't the default
'informational')
-Enable logging for the session (does 'logging synchronous' accomplish
this?)

Next on the Catalyst 3550, it instructs to log to server 110.99.99.99.
--Every trap should have a unique id number
Traps should only be sent when:
--Adding, editing or deleting a VLAN in the VLAN database
--if there is a fan failure
--every time a spurious memory access msg is generated
--whenever a port flaps
--whenever switch crashes

I am not familiar with the defaults, but the provided solution does not have
much. Which commands would log the above?
