you should apply the remote-peer command once, and with backup peer frame-relay interface ....

R2(config)#dlsw remote-peer 0 frame-relay interface Serial0:1.256 205
R2(config)#dlsw remote-peer 0 frame-relay interface Serial0:1.256 206
R2(config)#dlsw remote-peer 0 frame-relay interface Serial0:1.256 206 backup-peer frame-relay interface Serial0:1.256 205
%Must remove the remote-peer to change backup option

R2(config)#dlsw remote-peer 0 frame-relay interface Serial0:1.256 205
R2(config)#dlsw remote-peer 0 frame-relay interface Serial0:1.256 206 backup-peer frame-relay interface Serial0:1.256 205
