First,
You need to have neighbor statement on non-broadcast network, which is
default for frame-relay.
And,
I saw same thing last week, where neighbor statement did not showed up in
running config on spokes.
But it was still working as long as I had neighbor statement on the hub.

i think if you use the "broadcast" key words in frame relay map
command,there is no need to config the neighbor .you only need to config the
ip ospf priority to control the election of the DR.(precondition is that all
router should connect the DR directly)
