i think the main function of "neighbor" command is translating the multicast ospf packets to the unicast ospf packets.so when you frame relay can not transmit broadcast(and multicast) in layer 2,the neighbor command is needed.when you have used the broadcast key word in frame relay map ,frame relay got the ability to transmit broadcast (and multicast),specifing neighor explicitly is not needed!
